He was born and raised in Kenya, where he developed an early interest in engineering and public service. His academic path took him to the University of Nairobi, where he pursued a Bachelor of Science degree in Civil and Construction Engineering.

His hard work and dedication paid off when he graduated with first-class honors in 2016, a testament to his commitment to excellence.

Not one to rest on his laurels, Mugaa continued his education at the same institution, where he earned a Master of Science degree in Civil Engineering with a focus on water resources.

This advanced degree, completed between 2018 and 2022, equipped him with specialized knowledge in managing and optimizing water resources—an area of critical importance for Kenya.

Mugaa's professional career is characterized by a series of impactful roles in various water and sanitation projects across Kenya.

His journey began as an Assistant Project Engineer for the Water and Sanitation Development Project (WSDP).
