Bounty on Murder Escapee as Court Frees Police Officers in Saga

A dramatic turn of events unfolded in Nairobi as the Directorate of Criminal Investigations (DCI) announced a significant cash reward for anyone who can help locate Collins Jumaisi Khalusha, a notorious murder suspect who recently escaped from police custody. 

This development comes amid growing concerns and controversy over the escape and the role of the Gigiri Police Station officers involved.

Collins Jumaisi, who is alleged to have murdered 42 women between 2022 and 2024, was among 13 detainees who managed to flee the Gigiri Police Station on August 20, 2024. The escape, which has shocked Nairobi, occurred under startlingly simple conditions. 

Jumaisi and the 12 others, including illegal immigrants from Eritrea, reportedly escaped through a cut wire mesh at the station's window. Remarkably, they left the premises through the main door, which was allegedly overlooked by the officers on duty.

The escape was discovered early on Monday morning around 5:00 am when an officer and the station’s canteen manager arrived to serve breakfast and found the cell door open. This has raised serious questions about the integrity of the police officers at the station.

In the wake of the jailbreak, five officers from Gigiri Police Station have been accused of facilitating the escape. The prosecution argued that their continued detention was crucial to ensure a thorough investigation. 

However, Magistrate Martha Naanzushi ruled on August 22, 2024, that the officers could be released on a personal bond of Ksh200,000 each. Despite the gravity of the accusations, the court decided that the officers should report to the investigating officer twice a week while the probe continues.

The decision to release the officers has sparked outrage among the public and raised concerns that it might hinder the ongoing investigation. The DCI is now focusing on several key aspects to understand the full extent of the potential complicity. 

Statements from over five witnesses are still pending, and the officers' mobile phones are being analyzed by the cybercrime unit. Additionally, CCTV footage from the station is under review to determine if any foul play was involved.

The escape of Collins Jumaisi has not only prompted a manhunt but also intensified scrutiny of the Gigiri Police Station's security measures and the possible involvement of insiders.

Jumaisi, who had confessed to a horrific string of murders, including that of his wife, is now one of Kenya’s most wanted fugitives. His escape has exposed severe lapses in security at the station.

The DCI has reacted swiftly to the jailbreak by offering a substantial cash reward for information leading to Jumaisi’s re-arrest. The reward is part of a high-stakes manhunt, with the agency appealing to the public for help. The DCI’s announcement underscores the seriousness of the situation and the need for urgent assistance in recapturing the fugitive.

In a statement released on August 22, 2024, the DCI called for confidential reports through the anonymous #FichuaKwaDCI hotline at 0800722203, as well as the police hotlines 999, 911, or 112. The agency has emphasized the importance of public cooperation in this high-profile case.

The implications of Jumaisi’s escape are significant. Not only does it put the public at risk, but it also questions the effectiveness of the police force in managing and securing dangerous suspects. The incident has prompted the DCI to intensify its efforts, including the forensic analysis of the officers’ communications and financial transactions to uncover any possible links to the escape.

The escape of Jumaisi, along with the 12 Eritrean detainees, has triggered a series of investigations into possible internal complicity. The fact that the escape occurred during the night shift, when the two officers on duty were reportedly inattentive, adds to suspicions of insider involvement. The DCI’s focus is now on determining if these officers had a role in facilitating the escape or if there were other weaknesses in the station’s security protocols.
