On August 23, 2024, President William Ruto announced new appointments for key government positions, naming Eliud Owalo, Dennis Itumbi, and Moses Kuria to high-profile roles.
Eliud Owalo, who previously served as the ICT Cabinet Secretary, has been appointed as the Deputy Chief of Staff. In this new role, Owalo will focus on Performance and Delivery Management.
His main responsibilities will include overseeing the execution, monitoring, and evaluation of critical projects under the government’s BETA Plan.
This plan is designed to enhance the efficiency of government ministries, departments, and agencies in achieving their service delivery goals.
Felix Koskei, head of the Public Service Commission, announced the appointment and emphasized Owalo’s role in ensuring that the administration’s objectives are met effectively.
Moses Kuria, another former Cabinet Secretary, has been given the role of senior adviser in the Council of Economic Advisors.
Kuria’s appointment is seen as a strategic move to support the implementation of the Bottom-Up Economic Agenda, which aims to boost economic development by focusing on grassroots economic activities.
His expertise in economic matters is expected to contribute significantly to shaping and executing the government’s economic policies.
Dennis Itumbi, known for his work as a digital strategist, has been appointed as the Head of Creative Economy and Special Projects in the Executive Office of the President.
This position is new and reflects the administration’s commitment to fostering innovation and growth in the creative economy sector.
Itumbi’s role will involve leading special projects and driving initiatives that enhance the country’s economic and technological advancement.
These appointments come after President Ruto dissolved his first cabinet, during which several key positions were left vacant.
Eliud Owalo, in particular, had previously been one of the few Cabinet Secretaries from the Nyanza region appointed by Ruto in 2022. Before this new role, Owalo was running his consultancy firm, Eliud and Associates, and has been involved in various roles including serving as a director at the Kenya School of Government.
His academic background includes a Bachelor of Arts in Economics and Business Studies from Kenyatta University and an MBA in Human Resources Management from the University of Nairobi. He is also pursuing a Doctor of Philosophy in Strategic Management at the same university.
Dennis Itumbi’s appointment is seen as a move to inject fresh energy and innovation into the administration’s projects.
Itumbi’s background as a digital strategist and his previous role in State House are expected to bring a new perspective to the management of creative and special projects.
The new roles for Owalo, Kuria, and Itumbi are expected to play a crucial part in advancing President Ruto’s agenda and enhancing the efficiency of government operations.
