IG Nominee Douglas Kanja Vows to Strengthen Protection of Government Offices Amid Protests If Approved

Douglas Kanja, nominated for the position of Inspector General of Police (IG), has pledged to take all necessary measures to ensure the protection of government offices during protests if approved by Parliament. 

This commitment was made during his recent appearance before the National Assembly Committee on Administration and Internal Security.

In his testimony, Kanja stressed the importance of safeguarding government buildings, which he described as critical and protected areas. He highlighted that the Constitution permits peaceful demonstrations but does not allow for the destruction of property. 

This statement was in response to an incident on June 25, 2024, when protestors managed to breach the Parliament premises during widespread anti-government demonstrations.

Kanja’s remarks were in response to concerns raised by Kisumu West MP Rosa Buyu. Buyu questioned why police officers were overpowered by protestors and failed to secure government offices effectively.

Kanja acknowledged the difficulty faced by officers during the protests, noting that despite their preparedness, the sheer number of demonstrators and logistical challenges, such as blocked major roads, made their task extremely difficult. 

Kanja emphasized his commitment to ensuring the safety of government institutions, particularly Parliament. "Parliament is one of the key bodies established by the Constitution, and if approved, I will make sure it is secure," Kanja declared. 

His statement reflects his determination to enhance the security measures around such critical areas.

During his appearance, Kanja outlined several plans to improve the police force's effectiveness. He promised to address various issues affecting the police services, including upgrading equipment, enhancing promotions, and improving training resources. 

These measures are intended to better prepare the police for handling large-scale protests and other security challenges.

Regarding concerns about police brutality during protests, Kanja assured the committee that he would enforce strict adherence to the law. 

He highlighted the role of the Independent Policing Oversight Authority (IPOA), which is responsible for investigating incidents of police misconduct. 

Kanja pledged to use his position to direct the Internal Affairs Unit to conduct thorough investigations into any cases of police brutality, ensuring that officers operate within legal boundaries and respect the rights of citizens.

Kanja’s nomination follows the resignation of his predecessor, Japhet Koome, who stepped down amid public outcry over police brutality. 

Koome’s resignation came after growing dissatisfaction with the handling of protests, which led to the appointment of Deputy IG Gilbert Masengeli as the acting IG. 

Kanja’s nomination by President William Ruto on July 25, 2024, signals a new direction for the police force, focusing on improved oversight and accountability.

If confirmed, Kanja’s role will be crucial in restoring public confidence in the police force. His promises to enhance security measures, address equipment deficiencies, and ensure legal compliance are seen as steps toward rebuilding trust and effectiveness within the police service.
