President William Ruto has directed that the National Youth Service (NYS) introduce basic firearms training as part of its curriculum for new recruits.
The move is aimed at boosting national security and ensuring that NYS recruits are well-prepared to respond to security emergencies when needed.
Speaking during the NYS Class of 2024 passing-out parade in Gilgil on Monday, President Ruto emphasized the critical role NYS plays in public service delivery and enhancing national security.
He highlighted the importance of equipping NYS recruits with basic firearms skills to complement their paramilitary training. This initiative, he said, will enable them to support the country during times of need.
To implement this new directive, the President instructed the Cabinet Secretaries for Public Service and Defence to work together.
He urged them to fast-track the process and incorporate firearms training into the NYS curriculum. Additionally, the Ministry of Interior is expected to be involved in furthering this initiative.
“The Minister responsible for National Youth Service should, in consultation with the Ministry of Defence and the Ministry of Interior, ensure that these young men and women undergo a basic firearms course. This will enable them to stand ready to protect the country when the need arises,” President Ruto stated.
President Ruto noted that the government has a strong history of absorbing NYS graduates into various security agencies.
He shared that many former NYS recruits have found employment within the Kenya Defence Forces (KDF) and other security bodies. This reflects the value the government places on NYS graduates’ discipline, training, and commitment.
During a recent recruitment drive by the Kenya Wildlife Service (KWS), 56% of the 790 new officers were ex-NYS recruits. This shows the significant role that NYS graduates play in national security efforts.
President Ruto's directive aligns with the government's ongoing commitment to prioritize the employment of NYS graduates in security agencies.
“The National Youth Service remains indispensable to our efforts to enhance public service delivery and national security,” the President reiterated.
In his address, President Ruto also highlighted efforts to improve the terms of service for NYS recruits and enhance the organization’s overall efficiency.
He pointed out that the government is embracing digital transformation within the NYS to promote transparency and efficiency.
The introduction of digital systems is expected to make NYS operations more effective and ensure that resources are used efficiently.
President Ruto emphasized the government's determination to eliminate corruption, wastage, and inefficiency, issues that have previously plagued the NYS.
He assured the public that measures are being taken to maximize the value of taxpayer money invested in the NYS. This includes ensuring that the organization operates smoothly and that recruits receive the support they need to excel in their duties.
President Ruto congratulated the NYS Class of 2024 graduates and encouraged them to uphold the values of discipline, commitment, and integrity as they embark on their careers. He reminded them of the critical role they will play in national development and security.
“The values of diligence, commitment, integrity, and a strong sense of service are essential as you go out to serve this great nation. I am confident that you will make a significant impact in the areas you are assigned,” he said.
The President also noted that NYS graduates have proven to be valuable assets in other sectors, beyond security agencies. Their training and discipline have allowed them to contribute to various public service roles across the country.
One recent example was the turnout of NYS graduates at Embakasi Garrison, where they filled 350 vacancies in the Kenya Defence Forces.
