President Ruto Calls for Police Independence Amid Tensions

On September 19, 2024, President William Ruto addressed the need for the National Police Service (NPS) to remain independent during the investiture ceremony of the new Inspector General of Police, Douglas Kanja.

The event took place at State House in Nairobi, where President Ruto emphasized the importance of the police in maintaining law and order in Kenya.

In his speech, President Ruto urged IG Kanja to protect the police from any outside influences that could undermine its integrity.

He specifically mentioned threats such as intimidation, manipulation, and blackmail, highlighting that the police must operate independently to serve the people effectively.

Ruto stated, “As you take over as IG, it is your duty to protect the police service as an independent institution dedicated to the people of Kenya.”

The President’s message stressed that all citizens should be treated equally under the law. He reminded Kanja that it is essential for the police service to uphold the Constitution and ensure that every Kenyan is respected and protected.

“You have the responsibility as the Commander to ensure that all of us respect the laws of the land, and that we treat all citizens equally before the law,” Ruto said.

Ruto expressed confidence in Kanja’s ability to lead the police force during challenging times. He stated that the government would continue to support the NPS and other constitutional offices, ensuring they remain free from manipulation or coercion.

“I believe in Mr. Kanja's capabilities to guide the officers in the police service,” he said, indicating his trust in the new Inspector General.

The President's remarks come amid recent tensions between the police and the Judiciary. This situation escalated after Justice Lawrence Mugambi's security detail was abruptly withdrawn following his decision to sentence former acting IG Gilbert Masengeli to prison. Masengeli has since returned to his position as Deputy IG in charge of Administration Police, but he now faces a possible jail term as he struggles to challenge his conviction.

In light of these events, President Ruto called for unity between the police and the Judiciary. He urged both institutions to find ways to work together effectively, as their roles are crucial in serving the people of Kenya.

Ruto's emphasis on cooperation reflects a desire to resolve conflicts and ensure that both the police and the Judiciary can function smoothly without interference.

The call for independence comes at a critical time when public trust in law enforcement is essential for maintaining peace and order.
