Public Service Cabinet Secretary (CS) Justin Muturi has warned government and security officials against misusing their authority.
Speaking at the Nairobi Funeral Home on Friday, January 31, Muturi reminded them that they will be held accountable for their actions, even if they are just following orders.
"Regardless of your position in government or security, remember that one day you may have to answer for your actions personally.
No one will be excused for obeying illegal orders," Muturi said.
He referred to historical cases, such as the Nuremberg trials, where individuals faced justice despite claiming they were only following instructions.
His remarks come at a time when concerns about enforced disappearances in Kenya are rising.
Muturi’s warning follows the discovery of two bodies at the City Mortuary.
The men, Justus Mutumwa and Martin Mwau, had gone missing in Mlolongo in mid-December. A third man, Karani Muema, is still unaccounted for.
The CS acknowledged the pain that families are going through and called on Kenyans to take action by documenting any suspicious activities.
"Kenyans, if you take pictures or record videos of anything suspicious, keep that evidence safe.
Store it in the cloud or somewhere secure. One day, that evidence might be the key to solving these cases," he advised.
There has been growing pressure on the government to explain the rising cases of abductions and disappearances.
Human rights activists and affected families have been demanding answers.
This is not the first time Muturi has spoken out against such incidents.
A few weeks ago, he accused senior government officials of involvement in kidnappings.
He even claimed that National Intelligence Service (NIS) boss Noordin Haji was behind some of these abductions, including the disappearance of his own son, Leslie Muturi, in June 2024.
Muturi alleged that President William Ruto confirmed Haji’s involvement in his son's case.
He said he had sought help from former Interior CS Kithure Kindiki but received no assistance.
Muturi’s strong statements indicate that he is not afraid to challenge powerful figures in government.
